The distance between the UVB-lamp and the floor of the basking area is 44cm.

how far away is the UVB to the basking spot?

44cm= ~17 inches

Then it could be a little closer. Maybe have the bulb roughly 10-12" (25-30cm) away from the main basking area.

I have a small problem in my new tank, my turtle is afraid to go up the area for basking. It is only in the submerged ramp to head out of the water looking for the bulbs. I've tried putting food on the basking area. She climbs the ramp all frightened, grabs the food and rushes into the water again.
