I have had this southern painted turtle for 5 years, I think it is a male but its nails are short. It is about 4.5 inches in shell length.

Looks female to me, could you get an shot of the underside of the tail (where the opening is)? It also looks like there might be a tinge of fungus on the marginal scutes, is that new?
