Can RUST harm my Res turtles?

I just notice a bit of rust on their basking area. Their basking spot consist of a shoe rack made out of metal coated with some type of rubbery paint (bought it at big lots) and I cut the side a bit so it could fit and that's where it's rusting.

Not sure about the paint, but I heard that the rust might be harmful to human's liver and kidney... so... get rid of the rust?
