Why can't you take him to the vet? What do you mean he drowned? He was under water for a long time? It sounds like you need to take him to the vet. Find some way.

Dry dock him they meant. I'd just dry him off and put him in a moist shoebox for a few days. If he is even basking thats is good.

I'd watch out for any signs of respiratory infection, if he's gotten water in the lungs, he's more susceptible to getting one.

Is he alert? Keep him a bit warmer than usual (water 80F, basking area 90-91F). I wouldn't put him in deep water so he has to expend energy swimming (but don't make it really shallow either---no less than the length of his shell). Make the basking area really easy to get on and off.

What have you been trying to feed him?

If he remains lethargic after several more days, consider having him looked at.

he has water ferns in the tank along with some rosies and guppies twice a day i feed him turtle pellets in small meals

Well, rosies and guppies twice a day is far too much. They should be restricted as a once a month treat.

He could have picked up parasites from them which could make them lethargic.

If there's anything in the tank he could get stuck on remove it so that this doesn't happen again.

It might be a good idea to dry dock him (which means take him out of the tank and put him in a different container like a box with some towels etc.) and make sure he stays warm. Don't focus his lights on him though because that can dry him out. Either that or lower the water level in his tank so he doesn't have to swim as much like marisa said.

Does he eat all the fish every two days? If so then definitely cut back on that. You should also try feeding him so fresh vegetables like green or red leaf lettuce.

Maybe he meant he feeds him pellets twice a day and that he also has fish in with his turtle? I kinda lost too.

I actually thought of that but when I went to post it went flying away, haha. I meant to ask how quickly the turtle was eating the fish.

It sounds like he's developed a respiratory infection due to the near-drowning he suffered. You need to get him to a vet ASAP.
