Red skin/shell on RES

My tortoise's skin's getting redder than usual gradually, see photos for details. His shell is also a bit red, but otherwise he is still very active and crawling.

Basic Info:

How big is your turtle? 7 inch
How long have you had it? since 2007, October 5

What is the water temperature? 28 Degrees Celsius
Did you use a thermometer? No
Are you using a water heater? Yes
How much water is in there? The tank is 125 L, but water depth is only 5cm or something right now
Are you using a water conditioner? No, my country doesn't need that
Are you using any filtration? No

What is the basking temperature? /
Is there a basking light? Yes
Is there a basking platform that is easy to climb on? Yes
What kind is it or what is it made out of? Stone?
Is there a UVB light? Yes

What have you been trying to feed it? It has accidentally eaten beef 6 years ago. It won't eat other things moderately afterwards. He eats beef, shrimp, and cranberries, sometimes some fruits and veggies.
When was the last time your turtle ate? A few minutes ago.

How big is the tank/pond/enclosure? 125L
Is the tank near a window? 1m away from it
Is the tank in a room with a lot of activity? Moderate activity, I'd say

Have you read the Basic Care section? Yes
Have you searched the forums for similar situations? We all know it's possible blood poisoning according to the forum but I need to be sure that vet is the right choice, because it would be a very hard thing to find a vet in my place

Is there any other unusual activity/symptoms? No, very active as usual

Can anyone suggest if the condition is indeed blood poisoning and is a vet visit needed?

Has he been shedding a lot of skin? The redness on the shell is s bit concerning. Is it only on the plastron?

Yes, it's only on the plastron, it has been like this for a few weeks. No, there is no skin shedding.

Can any of the redness be wiped or rubbed off? If not, then you might want to have a vet examine him.

Looking at the diet and swelling, I'd tentatively suggest some organ damage may be responsible/involved. You might also want to get a filter.

the redness disappeared slightly after a day yet remained as patches on some places. No, I don't think it can be wiped off. Will get a vet for him. Thanks.
