Urgent Care :: Worried about my turtles shell

I can't tell if this is she'll rot or shedding or something entirely different. His belly looks discolored and almost swollen.its not soft or anything.

He's in about 20 gallons. Water is 74°
UVB/basking light. Basking area it's about 78°
