Picture is pretty small, but it's doubtful a heater would do this unless he was trapped against it.

They look like bruises. He’s been laying on it more than often.

A deep red like that I would have him seen by a vet. it could be a septic infection which are very serious.

I don't think so, it's just something to be aware of. It's serious enough that you will want to get it checked out.
