Urgent Care :: Inactivity of my turtle

I have this red slider.. it's been two days he keeps on floating on the top of the water, usually whenever i touched him he rushed downwards but now he let me touch him, he's very inactive he's not moving and isn't even doing claw fluttering. What should I do?

He's 2-3 inches long. He ate in the morning. The water temperature is normal, but we don't use any thermostat. The water in the tank is 3/4 of the tank and it's placed in the room with a lot of activity. There's nothing else suspicious. He's normal... But he's inactive and isn't going downwards.

What are you feeding him? How little has he been eating? "Normal" temperatures.... not sure what that means? How big is the tank? How much water? Is it being filtered?

We feed him pellets. He's eating normally like he used to eat before no changes. Normal temperature means neither too cold nor too hot. Tank is of small size 9inches long and 7 inches wide. Water is 3-4 litre. Yeah we filter the water every second day.

You might want review the diet. Temperatures that are too warm might discourage a turtle from basking.
