Can someone help me figure out what’s going on here? Any ideas?

She’s done this multiple times this morning.

First time I've seen this. A croaking noise is more common (but still rare), and nothing immediately tells me something is wrong. Any other symptoms or diet/habitat changes?

Did this happen after she's eaten? Possible with some turtles that eat too fast something my be in her throat. Could be trying to aspirate , clear her throat ? Using all her body by pulling all legs in to help rush the air out to help clear her throat . The rush of air coming out makes that sound. Observe well for any other symptom's .

I agree I think she was choking on something. She got in the water and did it a few times, clawed at her mouth, and it looked like maybe she puked a little. I didn’t see anything large but I was not there the whole time. She’s basking now and hasn’t done it agai . She scared me!!

Good to hear ! If it was this I would feed her some lite / soft foods for a few days and observe for any other symptom's to be on the safe side.

For peace of mind I would have a herp vet take a look. If any blockage in throat and or puke goes down the wrong pipe that would be more trouble. Good luck to both of you.

Maybe something is stuck in her throat, or even around the stomach region :(
I second litefoot, I would bring her to the vet

I would think an x-ray will tell more and show more.

If you hold her and try to agitate her, she will withdraw and open her mouth but in a ready-to-strike mode.

Good idea Steve , with mouth open may see something . Also the hissing of the air rushing out may help dislodge anything that is moveable. That's if in upper esophagus or mouth area. Tbirdie its worth a try. If it's not moveable like a sharp horn from a shrimps head stuck in the esophagus upper or lower then a herp vet is best. Seen that in my time at the center that's why I remove the heads on shrimp when I use them as a treat. Some are very hard and sharp.

What do you feed her? Any dried or live shrimp ?
Any aquarium gravel in setup?

Has she eaten anything since all this started ?
Is it about the same or gets worst?

Hopefully what was bothering her is over and she cleared it. Tomorrow when you feed her make it something lite say some leaf lettuce and observe.
Piggley wants to know her name .

Her name is Scooter, lol. One of many, no doubt. She outgrew her willingness to eat her leafy greens, but I’ll give it a shot.
