Both feet , have a photo of the other ?
What type substrate in his tank ? Also may of been from some type trauma in his environment. Check all and do any modifications if needed. With males long claws they do get them hung up now and then. Been doing some excessive digging ?

Yes swollen but see no cuts or signs of bleeding. Keeping it clean is important ! The environment a turtle requires can have this become an fungal infection quickly. Use some betadine or nolvasan both OTC and are a cleaner / disinfectant. Use one of them mixed 50/50 in warm water and soak just to cover his feet in a small container for an hour then empty dish letting him be dry for another hour a day. Doing this twice a day would be better. Say before you go to work then when you come home. Make sure tank stays very clean to prevent any infection from worsting. Watch carefully for any signs of change , abscess formation , any worsen signs. Also keep his water temp at 80* will help some. I would look for a qualified turtle vet if needed. Been a week already has it gotten worst or better on it's own ? Do above but don't let it go too long with no improvements , Can get serious and sever fast so a turtle vet needs to treat and or clean toes out.

NOTE : the betadine or nolvasan baths and short dry docking are to keep feet "clean only" to help prevent any full blown fungal infection from setting in . If it goes there then a turtle vet will need to treat with RX's.

If you happen to have any silver sulphadinze cream around or can get some ( in US it's a RX ) that would be better yet but most don't have that around ! This type cream does "treat" whereas the betadine is a disinfectant and most have betadine already at home to help "prevent" any full blown fungal infection . Keep it clean / disinfected and time to heal is to prevent it going to the next level were a vet is needed with RX's.

Does he bite them often? Maybe they got stuck somewhere earlier? I would dry dock too, maybe that would help with the swelling and you can take a closer look at whats going on.
