Turtle is sleeping alot

I have two turtles that are about four inches each in a 40 gallon breeder tank.
They have an MVB and heaters and a canister filter.
As far as I can tell, everything is fine but he is sleeping alot.
Or he may not actually be sleeping because I can see his pupils through his eyelid because he only has part of it over his eye.

Is he sleeping on the basking dock or in the water?
I'd recheck the the basking area and water temps just to be on the safe side.

Is this a dramatic change from how he was behaving before? If so, when did you notice the behavior change? Any other behavior changes?

Does he eat? His tank mate is active and eating well?

They have a second, nearly transparent eyelid, and the pupils can be seen behind it.

he's getting better but before he would splash the second he saw anyone, begging for food
he is sleeping in the water.
he does eat whenever it is offered.
