Taking care of your turtle's overall health.

Hello everyone, I'm Vijay Raj from Bangalore, India.
I purchased a pair of Red Eared Slider turtles 2 days ago.. I don't think they're even a pair (male + female) because both turtles look like female turtles. My question is, one of them has a very dim (light patterns) shell and it has something that looks like a sun burn on it's front left paw? (It doesn't have index finger nail) and also it has black burn marks on it's shell and a couple white patches.. The turtle (mentioned above) isn't very much active and sleeps a lot, doesn't even eat the food. So, does it have shell rot? btw, i even applied neosporin on it's shell but the black burn marks aren't healing? Should I return the ill turtle and get a different one? The other turtle is it's opposite (bright colored, very energetic, eats food, etc..) .
I have a 125lts tank (approx 30 gallons).
L= 2½ft. B= 1½ft. H= 15".

Not sure if I see shell rot, but I would be more concerned about him not eating right now. They also need a basking area (with a lamp and UVB light).
