What kind of bulb? Self-Ballasted Mercury Vapor? Basking? Either way, unplug it, let it cool down and make sure there is nothing wrong with the fixture or your electrical wiring. The bulb might warrant replacing anyway.

Yes its a self ballasted mercury bulb ubv uva heat lamp
I let it cool down and tried multiple fixture it did the same for all of them.... So now once again all my turtle has is a heat lamp.... my light lasted 2 days so idk how 2 days of use could break a light bulb of that kind

As you noted, an MVB needs to cool down before it can be turned on. Sounds like there is a problem with the ballast... it should be covered under warranty. Also make sure you have the right fixture for it, for both safety reasons and optimal usage.
