Do you guys know what is it? Is it normal or just some shedding? Overall my turtle is very active and eating well. Loves basking as well.

looks like shedding, though from the patterns on the shell you are feeding too much and should cut down on protein/pellets and introduce veggies if you haven't yet.

After feeding lesser, will his shell pattern go back to being smooth or it will always be like that?

I don't see why the shell wouldn't smooth out over time, but it will take some time.
