I believe they can absorb some oxygen through the skin on their throats and around their butts. It's not enough to live on when they are active but helps when they hybernate.

How long they stay under water depends on their activity. They have slow metabolisms, but in winter, when it's cold, their metabolisms slow way down, and they require relatively little oxygen. Their throats and the area around their cloaca contain a lot of membranes through which they can absorb oxygen.
