The combo fixture should work well if you can hang it high enough that you get overlap with heat and UVB, which also means a UVB strong enough.
You do not want the heat lamp you linked to though. Actually, if you can find a 100 watt incandescent bulb, that would be perfect.
A a basking turtle need UVB and heat, at the same time, to metabolize vitamin D. You can go with a more expensive MVB bulb that supplies both UVB and heat, or you can go with a cfl for UVB and something to supply heat. However, you want the heat lamp to also provide some visible spectrum light.
Before moving to an MVB, I used an incandescent with a cfl UVB. Some also use halogen.
If you are going cfl UVB plus heat, you might consider two separate fixtures, so you can adjust the distance individually.
