How big of a filter

Is there such a thing a too big of a canister filter??

I've got a possibility of a 350 gallon filter canister for like 40$ but my aquarium is only 40 gallons big. SO would it be to big ??

Is that 350 gallons per hour? The XP3 is rated for 350gph and is rated for 175 gallons. If you can adjust the intake/output, then you should be OK. I'm not sure how much water you got in there or how big your turts are, but you don't want an overpowering filter for hatchlings.

My turt is about 4 inches long and i have a bout 3/4 of the tanks filled so that would about 30 gallons of water. so would it be to big ???

What kind is it? I'm familiar with the Fluval series and the Filstar XP series. Can you direct the output against the side of the tank and maybe use a prefilter, though a 4" turt should do fine with it.

I've used the XP3 in a 40-gallon stock tank with about 30-35 gallons of water in it. If yours in an XP3, it should come with a spray bar. I used the spray bar with the holes under the surface of the water, and there was very little current. Your turtle is big enough to be able to do handle a little movement in the water, though. :)
