Just get a normal fish filter. For a 20 gallon tank you want one that does at least 200gph. I have the Aqua Clear 50. I like it a lot.
Yay you for getting a free tank!

Since you have a turtle do not get a filter for a 20 gallon tank. I have a 20 gallon tank and I have a Tetra Whisper Power Filter for 30-60 gallon tanks. It does an amazing job and it also will let you know when the filter needs changed when water starts to drip around the intake (but it just drips back into the tank so no worries there). That's what I have for my turtle and fish and I love it!

Just about all filters are made with the intention of being used for fish. I use an Aquaclear 70 (this is a powerfilter that hangs on the tank) in a 20-gallon. If you decide to get it, let me know and I'll tell you what I did to quiet the sound of the falling water. :)
