I have the penn plax 1500 and its been running for about a month and it has been fantastic zero complaints really a great product. however coming up on a month and I am looking at ordering filter replacments and was wondering if I should put a bag of ceramic rings in with the filters? it has four baskets 3 filter 1 bio media. two more questions: should I replace the bio media sponge or just lightly rinse it out because it already has essential bacteria in it and two where do I put the ceramic rings on the top or bottom of the filter?

What's the bio media sponge? That comes with the filter?
Generally you do not need their "special" filter media, aside from mechanical media (foam). Even that might be replaceable if you can find a generic that fits. You can remove it and let the filter cycle again... it's usually quick.

It's like this black sponge that came with the white media. You have opinions on the ceramic ring?

I'd just get regular ceramic or bio glass media.

No need to replace sponges. Just rinse in tank water. They last years. Even if your manual tells you to replace them. Ceramic rings work great. Also clean them in tank water. Do you use any carbon or purigen?
