The filter has very little media capacity and will limit you on types of media you can use. You can use it but also will be cleaning it often ! Most likely getting frustrated doing extra maintenance.

The air pump is not needed for a turtle since it breaths like use. For looks and extra water movement yes can help but if you setup a filters in and out flow on opposite ends of tank really don't need and direct outlet to get top water agitation all will be good. . With a hang on tank type filter you can't do that unless you are creative.

100 watt heater "preset" will not do the job. And the will be running full all the time. A 200watt would do better and not having to run all the time. Most important is get one with a "Thermostat control" there will be times you need to change temps.

Take your time , getting that time of year for sales. Use a price tracker for best prices ! A canister type works well for turtles. You can also change up media easier and control the flow by just changing the inlet and outlet.

Hang on the tank type can work if you don't mind the extra maintenance and buying those pre made inserts that get expensive. Or get creative and make your own. Some people I know use two , with modified media for a turtle , one on each side of tank so not to have any dead spots in tank. Also they do maintenance on at a time to try and hold good bacteria in tank better.

NOTE : That 50 size will only give you almost a 1 to 1 flow not good. Turtles are very messy and need a flow 2-5x's that of fish.
Babies 2-3 x's flow that of fish , juveniles about 3x's flow and adults 4-5x's flow for a healthy tank and will also help control the waters parameters. Your 4" turtle needs a filter rated with a flow of 120gph in a 40 gallon or you will be getting frustrated doing extra maintenance with anything smaller. And you know how we all love doing maintenance !
