Diy Decorations for turtles and fishes

I want to create some rocks and hiding spots for my fishes and turtles, but I'm not sure on what time of concrete or clay to use. I want to be 100% sure of what type to use, and is turtle and fish safe. Any suggestions on what to use?

I’ve only made some rocks once and that was for a reef tank.
Don’t remember what cement was used - pretty sure it was standard Portland.
It was allowed to cure outside the tank for a couple of weeks then most importantly was covered in a potable water safe coating called SikaTop seal 107.
