How high above his rock should the basking light be?

1.) I am wondering how many inches above his rock is best so he can bask without getting too warm.
2.) Also, what wattage is the best for a turtle who lives inside?

I would get a thermometer (like a $12 infrared heat gun) so you can accurately measure the basking temperature, then adjust the distance of the heat source. What wattage also depends on the type of bulb you are using. For instance, I use a 45W Par30L halogen bulb about 10 inches away from the basking area.
