unhealthy?
eat and swim well

What do you mean by "always moving his mouth"? Is he breathing with his mouth open when he's out of the water? Any other symptoms like mucus or bubbles coming from his mouth or nose? When he's in the water does he swim tilting to one side?

You said he was eating and swimming, which is good. I'd keep an eye on him, even if he doesn't have any of the above symptoms.

What are the temps of the basking area and water?

i throught they havew respiratory infection
so i raised up the temp to 31C
they yawn too
im worried

31C is almost 88F. You have the water at this temp? This is too high and such warmth over time is not good for your turtles. I'd lower the water temp to 80-82F (27-28C, I think that would be). How frequently do they yawn? What's the basking area temp?

water is now at 80F and basking area is 87Fis tap water okay for the turts?

Yes, tap water is fine. If it's treated with chlorine/chloramine, using a dechlorinator would be good.
