Rubbermaid makes a 300-gal stock tank that costs about $300 not including shipping. There are other smaller sizes, too, but keep in mind of the recommendations for the amount of water needed for your turtle(s).
On the other hand, there are a lot of kid's wading pools - the preformed heavy-duty plastic ones, not the inflatable ones - that can be used for above-ground turtle ponds, AND you can buy them at ToysRUS or WalMart on the cheap and not pay any shipping costs.
I recently converted one such pool into a 200-gal turtle pond. The pool has a built-in slide that I covered with a rubber bathtub mat (the kind with suction cups on the underside) that my turtles LOVE climbing up to bask at the top. This removes the need for a centrally-placed basking platform, and that in turn opens up a lot more swimming area. Best of all, not having the central platform makes cleaning the "stuff" out of the pond much, much easier.
You can hide the fact that it's a kid's pool with landscaping stone, but you don't give up the option of being able to move it if you need to.
After installing a good-quality Beckett pond pump, a sterilizing UV filter, and some aquatic plants, I have a pond that my turtles really enjoy, and one that didn't require much engineering or effort to get running.
