I have several questions, when it gets cold and ice starts to freeze on top, what do I do add a heater or an aerator, what is the best pond vegetation to use (food) there are already feeder goldfish, pellet food how often everyday? They are a year old next week.

How deep/gallons is the pond?

pond insert 3feet deep at one end and has a step up to one foot at the other end where I plan to make an exit ramp to dry land . it's about 60 gallons , I plan to put a plexiglass frame over top in case of snow and to keep light going.

That's too small for them if you want to keep them out in the winter.
