Filter for a half filled aquarium

Are there any filters that will run without the tank being completely filled? And this is purely a made-up example but for instance, a 100 gallon aquarium that is filled halfway? I have had trouble in the past with filters running unless the aquarium was filled to the brim. Thanks for any input that you can provide :)

Canisters will work, but priming might take a bit more work. Hang-ons can work, but will need to be re-primed after power loss and that could be problematic if you're not there when it happens.

I would say go with a canister filter. They have the ability move the intake down and the spray bar/return near the water line so it's just super noisy. There are some canister filters with prime tools or self prime that might make it a little bit easier.
