We have a family red eared slider for 18+ yrs, and I'm going to relocate him to Grass Valley from San Diego. He has never had a heat lamp or UV light lamp and I know they should, I'm going to get him those things when I bring him home, SO MY QUESTION is
What is the proper way to introduce the heat/light lamps to him, since he's never used them. Thank you?

You don't really need to do anything, they don't seem to care about the lamps. When you say he never had one before, was it because he was outside or just that the set up was terrible before ?
If it's the latter I'm sure your turtle will actually be very happy with the basking lamp. It might take a while adjusting to the new environment so put some treats from time to time on the basking area and make sure he knows how to climb on it.
