if he is blatantly neglecting these turtles and won't let anyone do anything about it then just take them
honestly they are going to die.
If it were me I would just steal them, they shouldnt have to live like that.

That is so sad. You would think a teacher would be educated on the animal they are using in their class room.

You could star a petition. Maybe if you got enough people to sign it he'd get the message. Finding the devision in your area that deals with animal cruelty as a legal issue would also be a good idea. They might be able to force him to give up the animals.
