Has anyone ever used like a hamster harness or small animal harness for their turtle when they are outside?

It's generally not a good idea. Indoors, people have used large hamster balls. For outdoors, maybe a helium balloon taped to the shell might help you spot your turtle, though I'm not sure if thats something you can rely on.
