I’m lately having issues with mosquitoes coming from my turtle tank, there is no still water, being that the filter output moves the water, can I get advice on how to deal with this or at least prevent it ? Thank u in advance.

You probably need to do a full filter cleaning and water change. How much water agitation is the filter creating? The water should also be clean enough that the larvae can't feed (micro-organisms and algae).
