I just witnessed something horrible

well today I was just watching my turtles (two of them, both about 1.5 inches) suddenly I saw squirtle (a little smaller then the other one) bite Wortortle's left arm and would not let go, Wortortle then struggles to get away but is unable too. After about a second Wortortle opens it's mouth and aims at Squirtle's head. This is where I step in, I tapped both of them on the head, causing Squirtle to run away and Wortortle just went into its shell. This all happened in like 3-5 seconds.

I inspected both turtles and they both don't seem to have any injuries, I'm still observing them and nothing seems wrong.

I keep both of them in 25 gallon rubbermaid tub with a dock, Aqua Clear 110, both UVA and UVB lights and Water heater. I filled the tub up as much as possible with no means of escape.

I rescued both of them from my cousin who bought them in China town and did not keep them properly.

I want to find Squirtle a new home because I won't be able to care for both of them because the biggest gallon tank I will be getting in te future is a 60-90 gallon and I want to be able to care for one turtle and keep to the 10 gallon limit as close as possible.

Does anyone know where I can give a turtle that is my size in San Francisco Ca??

Anyone who has had past experience findng an adoption place and can give some advice would be helpful.

turtlehomes.org or cohrs.org are the websites that I know of. Try to get the 90 gallon set-up and see if they get along a little better. Be very cautious over the next few days, make sure none of them get injured.
