As far as I know, it is illegal to SELL turtles under 4" in all states. Some states do "outlaw" turtles as pets, from what I could find on NJ, I don't think they do. In fact, I'm pretty sure we have a member or two from Jersey, so maybe they'll weigh in. And truthfully, there really isn't any enforcement of such laws unless there's a problem such as you having too many turtles to care for ( I mean like dozens of turtles).

If you're really unsure, call a local herp. vet and see what they know. It's also good to know of a local vet in case you ever run into an emergency anyways.

Just to add a little bit, there will probably be restrictions on non-native and protected species. Are you looking into a RES?

It's supposed to be illegal to buy turtles in New Jersey, but that doesn't stop you from buying one in another state and bringing it home with you. Legally, there's supposed to be a yearly $10 fee for ownership (I don't know if this is per turtle or for multiple turts). The "law" doesn't seem to be well-enforced because on other sites New Jerseyites have never complained about or said they'd had to pay for a license. It's something that I think could be imposed at whim for who knows what reason (if it were known you had turtles).

It's illegal to buy or sell RES (or any other type of turt or tortoise, as far as I can tell, the laws are a little vague) in NJ. However you can keep, adopt, or use for scientific or educational purposes, as long as it is not a threatened or endangered species. There's only one that I know of in NJ, although I can't recall it's name. Some sort of wood turtle that is beyond endangered, it's almost extinct. It won't be long before DBT's are considered threatened in No. Jersey......
Anyhow, you are supposed to get a keepers permit for each RES....I didn't bother, so I guess I'm an outlaw! :)
