Take all the rocks out asap if you haven't already. Keep an eye on him after that. With any luck, he'll pass them and you'll be picking rocks out of there every day. If he doesn't start passing them, get him to a vet.
Just curious, did you sit there and watch him eat 15 rocks?
yes

turtles are very opportunistic eaters. They will eat whatever they can choke down. Mine recently started chewing on the black rubbery sealant stuff in his tank.
They also ate a few large chunks off their corkbark basking spot but thankfully they passed.

if he has eaten large rocks, you should get an x-ray taken to make sure they all pass.

that's a really good sign! Make sure you take them out as soon as you see them because he'll eat them again.

If a turtle eats rocks, it's thought that he may be lacking calcium in the diet and trying to compensate for it. Get him some cuttlebone if he doesn't have any (it's in the bird section), take off the hard backing, break it into pieces and leave several floating in the tank. If/when he starts nibbling on them, replace them as they're eaten.
