Looks either like shedding or shell rot. Leaning more to shell rot.
If im correct, you need to dry dock your turtle with sulfa dip.

looks like shedding to me. but its awkward 1 scute decides to peel off and not the others. i dont know much a bout shell rot so i'd stick to saying it needs to shed

It almost looks too white to be a shed scute. Does it lift off?

I've never seen a case of shell rot like that, but wait for one of the more shell experienced members to comment.
Does it just look like that one scute is discolored?

Looks like a scute that needs to shed that may have gotten a bit fungusy underneath. Does the scute seem to be lifting along the edge? When you press gently on it does a little water squeeze out around the edge?
Looks like he/she's in need of a shed overall. Are all those scutes lifting around the edges? You know, when a turtle sheds scutes, only the thin, translucent top layer is supposed to come off. Before it comes off, you can usually feel that it's lifting along the edge.

well im not sure ill check when i get home if there is liquid under the scute but if there is then what is the next step? and yeah there is like a ridge around the edge of him like it bends upward. and i checked yesterday about the one scute and it wasnt lifting just was transparent and when it drys it turns white any advice would be greatly appriciated
