Recently one of my terrapins has got some "transparent skins" at its neck and legs, does it some kind of "skins problems" ? if yes, how to resolve it ? and how it happens ?

Skin Shedding. Kinda normal. but if it's excessive water temps may be too high.

Can you post a picture? (info one how to post a pic here:

Can you see the skin when he's out of the water? If not, it sounds like he's just shedding his skin. That is normal. But as Scott said, if he seems to be shedding skin excessively, it's an indication that the water temperature is too high.

Here's some examples of shedding. It's normal for turtles to shed some skin. They will shed more heavily when temps or warm or when they are fed rich diets. Excessive shedding is an indication of a skin infection or vitamin deficiency.
Light to moderate skin shedding:

The best food in my turtles opinion is "Mazuri" pellets for water turtles...
I buy it online 5lb bags.
Besides that i buy cuddlebone and dried baby shrimp (gammarus) and turtle treats....
That's about all...No water conditioners, multivitamin, or anything like that.
As per the skin, that is totally normal
