what can i do to fix it, ive been taking it outside, and for 2 years its had uvb.

Yeah, that's pretty wicked ... It looks like some of the outside perimeter scutes are wanting to come off. You can see the water trapped underneath of them. That's a good sign, as long as they come off in a timely manner. Beyond that, it looks like (in my amateur opinion) you have a lot of retained scutes.

Unfortunately, as in your other post, patience is a virtue. There is nothing you can do, per se, besides what was recommended in the other post. Maybe try those turtle jello shots with some vitamin E added to them to up the vitamin E intake without relying on blueberries. Otherwise, if you are taking your turtle outside, give it a few weeks. Shedding doesn't happen overnight, it takes weeks or months from start to finish.
