Help ! MY turtles had fungi

HI ,
I have big problem & I hope to find care here
I had 4 turtles , One died three days ago .

I Provide them with Good : Ventilation

filtering, heating, Lighting

There is a white layer of foam on the bottom of the neck and legs and hand
I have asked about this Symptoms and they Marked as fungi .

I had read about this treatment by using Potassium Permanganate :

BY soaked the turtles in potassium permanganate for 20 minutes

i tried it for two days but still had the same problem , so i hope anyone guide me to the right treatment .

I cant really tell by the pictures what it is, it could be fungi or it could be shedding skin but i cant tell. also, is there a basking spot for your turtles? i dont see one if there is but thats a big thing you need. them being in the water all day makes there shell soft and they get shell rot which kills them. Provide something they can get on that is dry and has a UV light and heat light for them. also fill up the tank as much as you can without them being able to escape. They LOVEEEEE to swim

Can you get something called a sulfa dip? It looks like this:
