i really know nothing about turtels i thought it would be a chillin pet and it is. but i upgraded to two turtels and got a 40 gallion tank and my filter is not doing a good job i really could use some help i need a good filter thats not a crazy amount of money

2x turtles = 2x the expense. You are looking at a 200 gallon tank in the near future and that can be pretty expensive. The distance that the lights should be depends on the type of bulb and wattage. How often you feed depends on the size/age of your turtles and what you are feeding them. Please post in the relevant sections. Welcome to the forum and turtle keeping.
