Turtle shell and dry land time

. My husband and i have 2 sliders. I've noticed lately that they are not getting out of the water to bask much. Should I be concerned? Is the air temp maybe too cool? We have a uvb tube and a baskig light. They also get morning sun. The air temp in the room though is only about 65 farenheit most days.
Also, they have little white spots in between the plates on their shells. That just means their shells are growing right?
