I've used it before when his shell was really soft. It helped out and here is how I applied it. I would just get a good glob of it on my finger, and rub it on his top and bottom shell after he was FULLY DRIED (DO NOT PUT THIS ON THEM WET!!) Then I would put him in his dry tank aka his holding tank and let it stay on him for about fifteen minutes, then I complete wipped the stuff off and dried him off.

Don't apply any kind of lotion/ointment/whatever to your turtle unless directed by a vet. If your turt's shell is healthy, it's totally unnecessary and can actually do more harm than good.

The product you're asking about does not have a good reputation, especially when used with hatchlings/younger turts. It's oil based and can over time build up a film that won't let the shell breathe (which it needs to do). Occasional use over the short-term as described above may not have a negative impact, but in general, taking care of the basics (diet, lighting, clean water, etc.) would be far better for the health of the shell than what you've bought to apply to it. If your turtle has any kind of shell problem, this is not the stuff to use for it. I'd return it.
