I lost power + hot water after Sandy & have 2 young RES. I've been boiling water waiting for it to cool to 80ish for them periodically, but they have no heat light or UVB light so can't bask. I put them by a closed window so during the day they might catch SOME sun but I'm worried about the fact that they can't bask, so might have trouble metabolizing pellets & overnight their water cools to 70degrees. Any tips are appreciated. will check back hopefully cell keeps this charge for a while.

I wouldn't worry about them not basking or having a UVB lamp for a few days. The main thing is to keep their temps steady, around 75-78F depending on their age and health. If you're feeding them pellets, check to see if it has vitamin d3 which will help in metabolizing calcium.

I can think of:
-maybe getting or using a back up battery you already have
-put towels/blankets over the tank to keep the heat in
-feed a little less than usual.

Unfortunately putting your turtle near a window wont help since the necessary rays wont go through the windows/your tank. Its best to jsut try to keep the turtles warm and alive. No sun for a week or two will be fine imo for the turtle. It'll recovery, just keep them warm and fed !. Take care
