The beneficial bacterial should eventually establish by itself. Since you just did a partial change, I think you can wait a bit and let it happen naturally.

That would depend on how much water you're changing, but I think every 2 weeks should be fine.

Question Steve, this few days my turtle has been eating little, like only 2 to 3 pellet and stop eating.is still very active in swimming and basking well.
No water on nose and eyes is fine, can open.
Should I be concern?. Or it’s like this in October time?.l

If where you live has shorter and cooler days in October, your turtle might slow down a bit. I would also try some different foods but if your turtle is healthy overall, don't be worried if you skip the feeding once in awhile.

thanks Steve, notice now my turtle sleep most of its time when it's in the evening or night time or once i off its basking light
but when it's morning and once i on it's basking light, its so active.
believe it's cold so maybe that's why not so active as previously.
btw, i have cancel my plastic stock tank as it takes so long to reach and customize made a 400 litres tank with measurement of 120cm by 60cm by 60cm. will reach me in a month's time
