white puffed eye

It's just the one eye? Can he open the eye or is it crusted closed? If it's just one eye, it could be an infection or an injury/scratch that's infected. I'd get some Zoo-Med Eye Drops and try them for about a week to see if it helps.
One caution: make sure the drops are good. I bought some just last night from Petco for one of my painteds. This morning after applying a few drops, I happened to notice a black mold-like substance floating in the container. I bought another bottle at Petsmart this afternoon and was amazed to see the difference in the color between the two bottles. Petco's bottle was obviously quite old (the bottles are not dated). Needlesstosay, I'm taking Petco's eye drops back to them and letting them know how I feel about being sold an out-dated product that's potentially dangerous to my turt!
