Is he on land or in water while hiding in his shell? Inactivity is a definete sign that something is wrong. Does he swim around at all?

Welcome! Why don't you tell us a little about the set up that you have for your turtles. Inactivity isn't normal, but if the turtle is new, he could just be adjusting to his environment. Knowing what the set up is like will help us get a better for feel for what is going on. How many gallons. water temp, basking temp, eating?

Hi and welcome to the forum.
What are the basking area and water temps? (Checking them with a thermometer would be good).
The turtle that's in his shell all day---what do the eyes look like? Are they swollen at all? Are they closed?
What happens if you pick the turtle up and hold it in the palm of your hand?

Have you ever seen him outside his shell or is he always in the same position?
