if the temps are kept up no they wont but some turts slow down in the winter but thats it

With your turtle in a tank, you should not even attempt to let him/her hibernate. I second what Andrew said...

why is it bad for turtels to hibernate in an inside tank?

My understanding is, turtles in the wild have thick layers of mud to bury themselves in, and in a tank they don't have that ability. Unless you want a muddy tank, lol! When the temp drops too low it is an almost certain death for captive turtles.
