It probably is. He still has to get used to his new habitat. How long has he not basked for?

I just got it today. I also think hes scared of the new container i got him since everything in there is bigger than him. Even the rocks i got were bigger than he is.

How big is the tank? What is the water temp? What kind of basking area are you using? Do you have a basking lamp? How long have you had him? How big is he? Have you been offering him privacy?

I had the same problem when I switched around Napoleon's tank and got him a new basking dock. He wouldn't bask for nearly 3 weeks, and I finally got fed up and put the old one back to see if he'd go back to basking, or if there was really something wrong. Turned out he just didn't like the new one. Make sure your conditions are ideal, then just give him some time to adjust.

The tank is about 50 gallons, Water temp is 78-79, I dont get by basking area, but its just a floating turtle dock, Basking lamp is a UVB light reptiglo or something and also a study lamp, had him for a week now, i measured him today and he grew half an inchish, Yes i have been offering privacy.
