I've been reading and watching videos on how to best place media for my filter. Everyone agrees the course filter should be in the bottom basket. After that the opinions go in every direction. I called Penn Plax and their suggestion was different from their own user manual. Ideas are appreciated. Thanks.

I layered the media as suggested in the above post. I also figured out that my filter was never supplied with a captain o-ring for the impeller assembly. After correcting both, my tank is clear, turtle is happy, and so am I. Instead of taking 15 minutes to prime the filter, it took all of 5 seconds. This forum is amazingly helpful. Thanks to all.
