I just bought a ESU REPTILE 7% Desert Flouresent Light. Anyone know if it's decent?

This is a compact flourescent? ESU doesn't have that good of a reputation, but I have used them in the past and haven't had any problems. The 7% UVB output (if it's really giving that) is OK. Pay attention to what the mfgr. recommends for distance.

A number of people seem to be using either Repti-Glo or Reptisun bulbs. That latter are especially good if they're tube flourescents, not compact flourescents.

are you talking about the fixture and light? or just the light?

because I had the fixture/light setup, it worked great. I only replaced it because when it was time to replace the UVB bulb, i couldnt find another tube bulb for it.

I went with the repti glo.

I have the fixture and the light. WOuld it be fine just to lay it on the mesh top, i'm talking distance, not penetration. Well I would have gone with a more reputed company, but I don't have much cash.

I don't have my tank set up yet, but it'll be about 9-10 inches.

That's a good distance.
