can i use cut up pvc as a substitute for ceramic rings?

Cut up how---a tube that's been sliced into small rings or something similar? I don't think it would be that effective as biomedia---the surface is very smooth. Biomedia (rings, etc.) has a textured surface, which provides more surface area for beneficial bacteria to grow.

As a substitute for the trapping properties of ceramic rings, yes. As a substitute for the porous bacteria harboring properties of ceramic rings, no.

Is your only reason for believing it is working that your tank isn't cloudy? Tanks don't usually get cloudy over a weekend, and your bacteria cycle takes upwards of a month to establish. So ... technically you have no idea if it is working!

alright wise guy! well the tank went from super cloudy to clear over night. (i changed to a stronger filter) plus its a planted tank and my water is very safe. so everything is running smoothly. maybe its not working but the inhabitants seem happy

TheComputerGremlin is correct. The pieces will not harbor the beneficial bacteria as well as ceramic rings because PVC is non-porous.

R-24 - The pvc may work to some extent as bacteria will stick to almost anything but ceramic has more surface area, porous and will harbor a lot more beneficial bacteria. That is why it is used to begin with. Good Luck!
