Im currently scouting for a thermometer to measure water temperature. I found this thermometer similar to the attached picture (2nd pic). But the instruction says it should be attached outside the tank. WIll it be able to measure water temps even if it is outside the tank? Or does it need to be submerged in the water? If so, will a human digital thermometer such as in the first picture work?

They are kept on the outside, near the bottom of the tank. They are OK and consistent. The reading will be a tad off on tanks with thick glass but I recommend them as a minimum.
I don't know if human thermometers will have ranges of where you want... you might want to consider an infrared temp gun to take quick, spot readings.

And that's too high. If you use a submersible water heater, the temps would be roughly the same all the time. 78-80F is recommended for hatchlings.
